Alcorn State University’s Department of Social Sciences will host its 2026 Constitution and Citizenship Day Program on Thursday, Sept. 17 at 2 p.m., in Dumas Hall, Room 107.
Chancery Judge E. Vincent Davis, a 1985 Alcorn graduate, will deliver the keynote address. The program is free and open to the public.
Constitution and Citizenship Day is observed by colleges and universities across the United States on Sept. 17, the anniversary of the signing of the U.S. Constitution in 1787. Federal law requires educational institutions that receive federal funding to hold an educational program commemorating the Constitution each year.
Davis, a lifelong resident of Fayette, Mississippi, has served as chancery judge for the 17th Chancery Court District since his appointment by Gov. Haley Barbour in December 2009. The district includes Adams, Claiborne, Jefferson and Wilkinson counties. He was elected to the bench in November 2010 and has served continuously since.
Before joining the judiciary, Davis represented Senate District 36 in the Mississippi Senate, where he served on the Constitution, Judiciary B, Appropriations and Ethics committees, among others. He also spent seven years as an assistant district attorney for the 6th Judicial District.
A graduate of Jefferson County High School, Davis earned a bachelor’s degree from Alcorn State in 1985 and his law degree from Mississippi College School of Law in 1989.
In July 2026, the Mississippi Supreme Court appointed him to a three-year term on the Mississippi Access to Justice Commission. Mississippi College School of Law named him a Judicial Excellence Honoree for Outstanding Judicial Service in 2018.
