Pelicia E. Hall serves as the Executive Vice President and Chief Regulatory Officer for ViaPath Technologies, a leading innovator in correctional technology. In this role, she oversees engagement with government entities and regulatory bodies at the local, state, and federal levels, while guiding policy initiatives that advance the company’s mission. Her work helps drive ViaPath’s commitment to providing impactful connections, expanding access to technology, and improving outcomes for individuals during incarceration and upon reentry.
Hall joined ViaPath in 2020 as Senior Vice President for Reentry and subsequently served as Senior Vice President for Government Affairs beginning in 2021. During her tenure, she has directed the integration of evidence based programming through technology and led the development of legislative, regulatory, and policy strategies. She has worked closely with government partners and key stakeholders to support compliance efforts, strengthen policy development, and advance regulatory understanding of correctional communication services.
Before entering the private sector, Hall made history as the first woman appointed Commissioner of the Mississippi Department of Corrections, a position she assumed in March 2017. During her tenure through January 2020, she prioritized transforming Mississippi’s correctional system with a focus on meaningful rehabilitation and successful reentry.
Hall’s earlier government service includes chief legal and leadership roles such as Chief of Staff for the Mississippi Department of Corrections (2015–2017), Lead Counsel for the Mississippi Bureau of Narcotics (2011–2015), and Special Assistant Attorney General with the Mississippi Attorney General’s Office (2008–2011). Prior to her public service career, she practiced law at Page, Kruger & Holland in Jackson, Mississippi, where she specialized in litigation involving personal injury, employment discrimination, contract and insurance disputes, products liability, and general tort matters.
With more than 20 years of legal experience across government and private practice, Hall is admitted to practice in state and federal courts. She began her legal career as a law clerk for the U.S. Attorney’s Office for the Southern District of Mississippi and the Hinds County Circuit Court.
Hall is actively engaged in national professional organizations and served as President of the Association of Women Executives in Corrections (AWEC), elected in October 2023. Hall also was elected President of the Alcorn State University National Alumni Association, a position which she has held since January 2025. She further contributes to the field through involvement with the Mississippi Bar Association, National Bar Association, Magnolia Bar Association, Federal Bar Association, American Bar Association, American Correctional Association, National Association of Blacks in Criminal Justice, Correctional Leaders Association, and the Rotary Club of Jackson. In 2022, she was appointed as a Commissioner on the Veterans Justice Commission for the Council on Criminal Justice. Hall is also a proud member of Alpha Kappa Alpha Sorority, Inc.
Her work has been recognized with numerous honors, including the Girl Scouts of Greater Mississippi’s 2019 Women of Distinction Award, the Metro Jackson Black Women Lawyers Association’s 2017 Legal Trailblazer Award, the 2018 Leading Alcornites Under 50 distinction, the 2019 National Alumni Association Professional Achievement Award, and inclusion in the 2022 Lawyers of Color Caucus Issue as a Top Lobbyist and Influencer. In May 2025, she was inducted into the Alcorn State National Alumni Association Hall of Honor.
Hall earned her Juris Doctor from Mississippi College School of Law and a Bachelor of Arts in Political Science/Pre Law from Alcorn State University. A proud native of Shubuta, Mississippi, she resides in Madison, Mississippi, and is a member of Anderson United Methodist Church. She is the daughter of the late Perry G. Everett and Patricia Everett and the devoted pet parent of her dog, Atticus.
